2007 brought new changes to the California Bottle Bill. AB 3056 (Hancock), which took effect on January 1, contains a range of new financial incentives for consumers, collectors, processors and recyclers, all aimed at increasing recycling under California's nearly 20 year old Bottle and Can Recycling Law.

  • California Refund Value (CRV) paid to consumers increased to 5¢ for beverage containers less than 24 ounces and 10¢ for containers greater than 24 ounces.
  • Quality Incentive Payment will provide up to $15 million for all collected container types by curbside or collection programs in order to increase the recovery and quality of materials collected. Question on the program should be directed to DOC staffer Jim Hill at Jim.Hill@conservation.ca.gov.
  • Quality Glass Incentive Payment (QGIP), which was set up to improve the marketability of glass beverage container materials collected by curbside programs for recycling, expired on January 1st.   • Plastic Market Development Payment Program will grant up to $5 million for collected plastic beverage containers that are reprocessed into a flake, pellet or other form and used by a manufacturer to make a new product in the state until January 1, 2012.   • Market Development & Expansion Grant Program will be expanded to January 1, 2012. The program will award up to $20 million annually to encourage the development and expansion of markets for beverage container materials.   • Recycling Incentive Payment will expand up to $10 million annually until January 1, 2010 in payments to qualified recycling centers or collection programs as long as they meet specified criteria. All questions should be directed to Kent Harris at Kent.Harris@conservation.ca.gov.
