Product stewardship for mercury containing lamps and fee on lamps that don’t contain mercury, and are deemed less efficient. Position and Status. CAW Supports. AB 2176 passed Assembly Environmental Safety & Toxic Materials Committee but was held in Assembly Appropriations Committee. Description. Requires producers of mercury containing lamps to participate in a product stewardship program, under a plan approved by the Department of Toxics Substances Control. All mercury-containing lights collected by product stewardship programs must be recycled. In addition, lamps that don’t contain mercury, and are deemed less efficient will pay an annual fee to help in research to improve lighting efficiency; reduce toxic impacts from lighting technologies and other related projects.
