Opportunity to Recycle: Is it time to mandate curbside for all households?

For most of us, the convenient opportunity to take our recyclables to the curbs once a week is something that we take for granted. Yet despite California's leadership and progress in waste reduction and recycling, only about half of California households currently enjoy convenient curbside recycling.

For the last two years, Governor Arnold Schwarzenegger has vetoed legislation aimed at bolstering curbside recycling at multi-family dwellings. Admittedly, that legislation had its problems, and was ultimately opposed by many of the states leading recycling service providers.

Is it time to require that every Californian be provided with a 'curbside' recycling opportunity at their home?
