I live in a community that has a great curbside recycling program, and my perception is that everyone participates to some degree--maybe not every can and scrap of paper makes it into the bin, but most everything. I don't know what I would do if I lived in a community that didn't have curbside. Isn't it time that the legislature mandated this convenient and seemingly cost effective service for everyone? I mean what cities (California) don't have curbside? What's their excuse?
