A Santa Clara County commission has concluded almost a year of study by recommending all cities in the county adopt ordinances banning plastic bags and putting a fee on paper bags by November.

Palo Alto recently adopted a ban on plastic bags with the intention of later adopting a fee on paper bags. Efforts are under way to adopt a similar ordinance in San Jose.
