The District of Columbia is preparing residents for the Jan 1 implementation of its ordinance that requires retailers to charge a small fee on carryout bags. 60,000 reusable bags are expected to be given away before the New Year. Shoppers can avoid the $0.05 fee by using reusable bags. DC's ordinance is part of a regional effort to clean up the polluted Anacostia river watershed.
