Plastic litter legislation risks being sidelined once again this year. Governor Schwarzenegger has yet to sign a comprehensive plastic litter reduction measure into law, despite mounting support from government agencies like the Ocean Protection Council and local governments and despite mounting evidence that the Pacific's plastic garbage patch is growing at an alarming rate.
