Local governments across California are calling for a statewide ban on plastic bags. Los Angeles County, Long Beach and San Jose are among the municipalities that have voted to support AB 1998, the plastic bag ban bill. Local governments are squeezed monetarily by plastic bags. The US EPA is requiring cities to eliminate plastic litter from waterways, but catch-basins and other equipment are costly and only moderately effective. And municipalities that have tried to ban plastic bags have been hit by costly lawsuits by the plastics industry.
