AB 7, the Bottle Bill budget fix, will be heard tomorrow in the Assembly Budget Committee. Despite bipartisan support in the Senate, Assembly Republicans failed to support the measure in a floor vote yesterday.
The measure would help bring program revenues and expenditures into balance for the next 18-24 months, allowing the Department of Recycling to re-start funding for recycling centers, local governments and conservation corps. Since the Department suspended most funding last July, recycling centers have been forced to close and as many as 1000 green jobs have been lost. AB 7 contains an 'urgency' clause that would allow the measure to take affect as soon as the bill is signed by the Governor. However, an Assembly Floor vote is needed this week.
