Apr 6 - Coupon incentive for recycling pulls Philadephia out of last place

The continuing success of Philadephia's RecycleBank program to incentivize the recycling of household trash is catching on in other US states and has caught the attention overseas in Europe, Israel, and Saudi Arabia.  The city had the lowest recycling rate of any major US city in 2005.

PHILADELPHIA, April 6 (Reuters) - When you can't get people to recycle trash by appealing to their environmental conscience, there's a simple solution that seems to work: pay them.

That's the strategy taken by RecycleBank, a pioneering Philadelphia-based nonprofit group that gives households coupons to spend at local businesses in return for separating their recyclables from the stuff that really needs to go in the landfill.
