The US EPA has been embroiled in litigation for years over the organization's failure to adopt comprehensive regulations in compliance with Clean Air Act provisions relating to PVC manufacturing. In 2005, the US EPA's 1970's era PVC manufacturing regulations were deemed insufficient by a federal appeals court.
